For external operations the purchase requisition delivery date is set to the operation latest date If you want different date this can be implemented with use of the customer exit
COZF0001 Change purchase req. for externally processed operation.
Also refer OSS note 1955904 - Release date of purchase requirement determined incorrectlyo modify the delivery dates as
