it can have several reasons. As of kernel release 7.10 the sapstartsrv has an integrated CCMS agent, in some cases this agent was the causer of the high memory consumption. Is a smd agent running on the server? This agent can also be the reason. Which release has the sapstartsrv, could you please check it with:
sapcontrol -nr NN -function GetVersionInfo
where "NN" is the instance number.
