Found it.

Step 1: Format the required excel cells with this "[>=10000000] ##\,##\,##\,##0.00;[>=100000]##\,##\,##0.00;##,##0.00".

Step 2: Bind the cells to chart.

That's it, mouse-over values are automatically formatted.

Important: It has to be Step 1->Step2.
