Purchase Order and Release Strategy Rule Creation

I was wondering, whether anyone with experience in Release Strategies could advise me:

 

I have created the characteristics, and related values, as well as Release Codes etc.

 

The business has the following scenario:

 

a. All purchase orders created by a junior have to be approved by the senior, up to the level of the department head, who is the only one who does not require approval of purchase orders he creates.

 

b. The levels start with a PO Clerk, who is most Junior, and has release code 01, Senior PO Clerk with release code 02, PO Team lead with release code 03, and Manager with release code 04.

 

c. The purchase order team, has creation limits, a PO clerk can only create and release up to a value of 1000.00

     The Senior PO Clerk has a limit of up to 25000.00

     The PO team lead a limit of 150000.00

     The PO Manager a limit of 1000000.00

 

d. I have attempted to create this in the rules in various ways, all with lesser amounts of success.

     The characteristic values i entered are:

     0.00 - 1000.00

     0.00 - 25000.00

     0.00 - 150000.00

     0.00 - 1000000.00

 

e. At all levels, of this organisation, have and do create PO's in their own right, up to the limits mentioned.

 

This creates a interesting situation, and one that i cannot seem to resolve within the standard approach, and i would appreciate any assistance offered.

 

In closing, what i need to achieve is a release strategy, where the po created is reviewed by the senior person, and only sent further should the value of the PO require higher approval. Also, each of the approval levels must be able to release and approve lower level PO's in case of succession or unavailability of one of the resources in the team.

 

This is all working in conjunction with the standard PO workflow, a copy of which was made, and send mail attachements added, as well as using "releasestep created", "change" and "Cancel" events.
