Just ask them to apply below addons:

Frontend (Gateway)- UIX01EAP 100

Backend (ECC) - SRA012 600

Once it is applied, you should see the role SAP_FIN_BCR_CostManager_X1, apply to your user.  Make sure SRA012_SPEND_SRV service is active.
